Sea of Conquest: Pirate War merges two fundamentally different combat modes — Naval Warfare and Close Combat — in which heroes perform differently depending on their individual skill kits. The Hero Tier List evaluates all available characters according to their performance across both modes, taking into account their roles (Captain, First Mate, Gunner), damage types (Artillery, Blaze, Cutthroat, Strategic, Drowning), and synergy with other heroes.
