Overview

Sea of Conquest: Pirate War merges two fundamentally different combat modes — Naval Warfare and Close Combat — in which heroes perform differently depending on their individual skill kits. The Hero Tier List evaluates all available characters according to their performance across both modes, taking into account their roles (Captain, First Mate, Gunner), damage types (Artillery, Blaze, Cutthroat, Strategic, Drowning), and synergy with other heroes. Since new heroes are introduced with every Season, the meta shifts continuously; this list reflects the state of the game as of early 2026.

Details

Hero Classification Basics

Every hero in Sea of Conquest has three core attributes: a role (Captain, First Mate, Gunner, or All), a damage type, and a rarity (Rare, Epic, Legendary). Heroes placed in their preferred position receive a 20% attribute bonus across all stats. Because developing a hero is a long-term, resource-intensive commitment, players should invest only in characters who will remain relevant across multiple Seasons.

A common beginner mistake is investing in Legendary heroes purely because of their rarity: a 6-star Epic hero in the correct role and damage type will typically outperform a 2-star Legendary hero in practice.

S-Tier: The Best Heroes

S-Tier heroes are the strongest characters in the game and are sought after by players at all progression stages. Their skill kits are uniquely powerful, and the absence of these heroes creates a noticeable gap in fleet performance.

Hero Role Damage Type Strengths
Cecilia Schafer First Mate Support Heals the fleet, buffs allies, and debuffs enemy Rage. The single strongest support kit in the game by a wide margin.
Toothsome Tom Captain Flagship Generates aggro, drawing enemy fire onto the Flagship while other ships deal damage freely.
Captain Croc Captain Flagship The newest defensive aggro captain. Mitigates incoming damage significantly; every fleet benefits from his presence.
Sharky First Mate Blaze Eye for an Eye and Burnin' Twice as Fierce deal massive Blaze damage to enemy ships.
Bones Captain Cutthroat Adios and Reaper Snipe enable enormous single-target burst damage. Ideal captain for Cutthroat formations.
Chien Captain Artillery Strong multi-target damage. Excellent in fleet formations where hitting many targets simultaneously is the priority.
Lester Captain Blaze Continuously applies Burning to many targets through passive abilities. The ideal captain for Blaze damage formations.
Alonso First Mate Various Versatile buffer with strong synergistic abilities in fleet formation.
Akhlut All Drowning Core hero in any Drowning formation. Synergizes with Eileen and Adeline.
Ophelia Captain Artillery Strikes numerous targets simultaneously with great force. The best Artillery captain in the game.

A-Tier: Strong Heroes

A-Tier heroes are excellent additions to any fleet. They are not quite as dominant as S-Tier characters, but they provide reliable and often decisive advantages in battle.

Hero Role Damage Type Strengths
Griffin (Ophelia Griffin) Captain Strategic Vengeance Inferno strikes up to 5 enemy ships strategically. The strongest Strategic captain available.
Boa First Mate Strategic Massive Strategic damage to up to three targets. Best First Mate option alongside Griffin.
Callahan Durrach First Mate Flagship Provides incredible shielding, making the Flagship nearly indestructible.
Cordelia First Mate Support Mass healing and removal of negative effects. An excellent support hero in the early and mid game.
Old Ahab Captain Flagship Shields the Flagship and provides durability against sustained attacks.
Cursed Ed All Amplifier Universally increases damage dealt to enemy targets by allied ships — highly flexible across formations.
Eileen First Mate Drowning Distributes Drowning damage across multiple targets. Indispensable in Drowning formations.
Luna Gunner Cutthroat Enormous damage output against a single target. Best Gunner option for Cutthroat ships.
Onimusha First Mate Cutthroat High damage, ideal alongside Bones in a Cutthroat formation.
Oscar Gunner Artillery Boosts Ophelia's Artillery damage and scales exponentially when hitting many targets.

B-Tier: Situational Heroes

B-Tier heroes are useful in specific situations, especially during the early game when S- and A-Tier characters are not yet available. Over the long term, they are typically replaced by stronger options.

Hero Role Damage Type Notes
Ned Gunner Blaze Good Blaze damage to forward targets; a solid addition to Blaze teams while better options are being built.
Mad Dog Gunner Various Situationally useful, but lacks strong synergies in current top formations.
Will First Mate Artillery Artillery support that can be used early; overshadowed by Oscar in end-game setups.
Lord Kojo First Mate Cutthroat Assassin-style single-target focus, but surpassed by Onimusha in most cases.

C-Tier: Early-Game Filler Heroes

C-Tier heroes are mostly accessible early in the game and serve as placeholders until stronger characters are recruited.

Hero Role Notes
Henry Hell All The starting character. Directs damage across multiple targets but quickly becomes outdated.
Betty First Mate Direct damage useful in early game; outclassed by Epic and Legendary alternatives.
Jango Gunner An early damage source; replaced as soon as Epic and Legendary gunners become available.
Armstrong Captain Accessible at the start; lacks the strong synergies needed for mid-to-late game performance.

The optimal fleet uses the Flagship as an anchor that absorbs damage while specialized escort ships maximize offense. The core rule is that all heroes on a single ship should share the same damage type in order to fully benefit from synergy bonuses.

Ship Type Captain First Mate Gunner
Flagship Toothsome Tom or Captain Croc Callahan Durrach or Cecilia Schafer Situational
Blaze Ship Lester Sharky Ned
Cutthroat Ship Bones Onimusha Luna
Artillery Ship Ophelia Alonso Oscar
Strategic Ship Griffin Boa Molly
Drowning Ship Akhlut Eileen Adeline

Meta Notes and Season Updates

Sea of Conquest introduces new heroes with every Season, often designed to address weaknesses in earlier generations of heroes. Release order is relevant: older heroes tend to lose viability over time as newer characters feature stronger kits. Seasonal heroes (SP heroes) are time-limited and can only be unlocked during their specific event. This list reflects the game state as of early 2026; regular updates are recommended to stay current.

Tips

  • Tip: Do not invest in heroes purely because of their rarity — a 6-star Epic in the right role often outperforms a 2-star Legendary.
  • Tip: Make sure all heroes on a single ship share the same damage type — synergy bonuses only activate when the team is properly matched.
  • Tip: Always place heroes in their preferred position (Captain/First Mate/Gunner) — the 20% attribute bonus makes a meaningful difference in combat.
  • Tip: Prioritize acquiring Cecilia Schafer as an early investment: her support kit is so strong that her absence in a fleet is clearly felt.
  • Tip: Your Flagship needs maximum survivability (HP and shields) — build it for tanking and let the damage ships do the offensive work.
  • Tip: Follow official patch notes when new Seasons begin — new hero releases can rapidly shift existing tier rankings.
  • Tip: SP (Seasonal Special) heroes are time-limited — decide early in the event whether you want to invest in unlocking them.
